The sea turtle is known in Hawaii as "Honu" and is a totem animal (uh, blanking on the Hawaiian term at the moment, maybe later). As a totem animal he's considered a navigator, since sea turtles find themselves across oceans and everything. There are petroglyphs of honu, and that tee shirt is a modern take on the old petroglyphs.
Since honu is a navigator, lots of people get stickers of that petroglyph and put them on their cars. I've got one on my Jeep. Don't you love when ancient meets modern?
